Our organisation recognises that vehicles should be roadworthy and that harm to the environment from vehicle emissions should be minimised.

Encouraging the replacement of aging vehicles with new vehicles is desirable. Punishing people who can't afford to replace their vehicles or have it properly serviced is undesirable.

Financial incentives which can be means tested should be provided to promote newer better maintained vehicles usage on the roads.
