The 85th percentile is the speed at which 85 percent of FREE FlOWING traffic moves at or below. It roughly equates to the speed of the flow. Research indicates that it represents the optimal driving speed and the optimal speed to set a maximum speed limit. Setting a speed limit significantly below the 85th percentile results in more dispersion of driving speed, more crashes, less compliance, and more extremely fast vehicles. |
