Both of Harold Scruby's excuses for revenue raising (19/12/98) are incorrect.

Mr Scruby relied on veteran speed camera promoter Jack McLean's report. This found that a slight breach of current speed limits creates a risk of a casualty crash equal to the risk from drunk driving.

The reality is that a tiny proportion of the population drive while drunk and an enormous proportion of the population breach speed limits. However the tiny number of drunk drivers are involved in a large proportion of our current road toll.

Therefore logically, if the nonsensical report was correct, the road toll would be considerably higher due to the huge number of drivers exceeding current speed limits.

There is no excuse for the current focus on minor speed limit breaches. It only endangers lives by wasting police who would otherwise apprehend the many reckless speeders, drunks, and other types of dangerous drivers currently escaping detection.
